Upper image: Bad souls are encouraging the rickshaw drivers to hurry up by pushing the rickshaw, pulling the ropes and flapping fans. Our reprobate is apparently on the way home after a night of drinking and carousing. Nobody notices that his wallet has fallen to the roadway.
Lower image: It’s early in the morning. We see the wallet still on the road where it fell last night. The good souls are showing the wallet to the young man who seems to be a diligent person working from the early morning. Good souls are encouraging the man saying “Look, here is a wallet! Pick it up before other people find it!” We are led to assume that the intention is to turn it in. (In Japan people who do so are normally rewarded with a percentage of the contents, even today …)
