Description
This is one example (there is another one in this series) of what is generally known as Hokusai's 'Small Flowers'.
Comparing with the original print (see Additional Images below) we can see that this publisher has taken a very different approach. This new one is more carefully printed, but a dramatically different mood.

ばらの花 ちりぬる折か 岡乃家
Bara no hana / chirinuru ori ka / Oka no ie
So now's the season / When roses droop and fall? / Home on a hill
