The artist is ‘Ryuryukyo Shinsai’（柳々居辰齊） and the image is of a highly decorated incense burner.

Many metallic pigments were used for this print - most of which have oxidized heavily - and we see embossing used everywhere - on the top cover (a metal net?), flowers, tips of tassels, the lower part of the cover, and so on.
