It means that Hokusai designed it more than 20 years before Hiroshige's famous Hoeido edition, which was published around 1834. This print depicts the sixth station, Totsuka. You can see the Great Buddha of Kamakura on the far right. It seems to indicate that Totsuka station was the junction of Tokaido and Kamakura roads.
